Cynthia Rose
Board Chair, Board Chapter Representative -
Santa Monica Spoke
Cynthia Rose has been a leading advocate in active transportation since 2009, is the current Board Chair of The California Bicycle Coalition, and in 2020 returned to again serve on the Board of BikeLA. She is co-founder & Director of Santa Monica Spoke, BikeLA's first Local Chapter, and led the formation of the BikeLA Local Chapter (LC) model, serving as the primary catalyst to steward the vision and creation of the LC framework. Cynthia established a consistent and collaborative presence for bicycling within the City of Santa Monica that expanded to walking and catalyzed the adoption of the first Bike and Pedestrian Action Plans and millions in renewed public investment for well over a decade. Cynthia is the founding/co-chair of the Santa Monica Safe Streets Alliance, serves on the Steering Committees of The Santa Monica Human Relations Council and Santa Monica Forward, and is a Commissioner on the Metro Westside Service Council.
Cynthia is a strong and committed advocate for improved pedestrian and bicycle infrastructure and Complete Streets policies at the local, state, and national levels. She is an experienced League Certified Cycling Instructor with the League of American Bicyclists, teaches adult and youth Traffic Skills & Smart Cycling Classes regionally, and leads adult, kids, and family rides and events in Santa Monica. For over a decade she has coordinated the Safe Routes to School programming in The City of Santa Monica, worked or led projects like the Zero Emission Pilot and the Wilshire Safety Study (vision zero), and is currently working on the 2023 Active Aging / Safe Routes for Seniors Program among other current road safety pilot and encouragement programs. She has been honored at the National level by the Alliance of Biking and Walking for her leadership with the coveted Susie Stephens Joyful Enthusiasm Award in 2016 and was one of the top 10 finalists for National Advocate of the Year. Living a nearly car-free lifestyle she is an avid gardener and loves to be in her community garden where she grows organic heirloom produce, when she's not off on a bicycle tour adventure, or just enjoying the everyday ride.

Reed Alvarado
Board Vice Chair
Reed Alvarado is joined the BikeLA Board of Directors in 2023. Outside of his work on the BikeLA board, he serves as WSP’s National Practice Manager for Transportation & Mobility Communications in the Communications and Public Involvement Practice. Reed has more than a decade of experience in transportation in Southern California and is dedicated to connecting with communities in innovative and equitable ways that cultivate, inform and empower stakeholders.
Recent work has included stakeholder and engagement work on LA Metro’s Zero Emission Bus Plan, SANDAG’s San Diego & Imperial Counties Sustainable Freight Implementation Strategy, LABOE’s Connecting Canoga project, and a range of other transportation projects locally and nationally. Prior to his work at WSP, he worked at SunLine Transit Agency and FASTLinkDTLA, a TMO for Downtown Los Angeles with a focus on communications, rider experience and marketing strategies.
Reed lives in L.A. car-free and brings his lived-experience to his work as a practitioner of engagement around multi-modal investments in infrastructure. In addition to his work, he shares his passion for multi-modal transportation through his website, www.gettingtheretransit.com, where he documented the experience of transit riders from an experiential lens and social media channels such as Instagram (@reed.getting.there) and Twitter (@GT_transit).
Emily Han
Board Member, Secretary
Emily brings 8 years of transportation experience in non-profit and local government. Ranging from policy analysis to regulatory process to program implementation, she brings this jill-of-all-trades skill set to her current role as a transportation planner at Caltrans District 7. She was initially inspired to pursue transportation planning after longing for a car-free option during her suburban upbringing and then living in New York City as a college student. After experiencing both a car-dependent childhood and a car-free lifestyle as a young adult, she is committed to help create a more multimodal transportation network – which definitely includes biking! – to improve our quality of life and make our streets safer for all ages.
Emily lives a car-lite lifestyle and primarily gets around Los Angeles by riding her bike, taking transit, and walking.


Daniel Eppstein
Board Member
Daniel Eppstein is the Head of Partnerships at CoMotion, working at the intersection of the public and private sector to shape the future of urban mobility. He supports companies and innovators connect with cities to navigate a complex landscape and identify opportunities that advance a multimodal mobility future for all.
A recent transplant to LA, Daniel is a longtime cycling advocate, previously serving as the Director of BYCS an international advocacy organization out of the Netherlands, where he lived for 9 years.
Outside of work, he is a professional ultimate frisbee player with the Los Angeles Aviators, a dedicated cyclist, and student of Vedantic philosophy..

Michael Halloran
Board Member, Treasurer
Michael Halloran joined the BikeLA Board in 2025. Originally from the Boston area, he is a longtime advocate for sustainable transportation and making it safer and easier to bike in the community. He earlier served on the Bicycle and Pedestrian Advisory Committee for Mill Valley, California. In addition, he was a volunteer a nonprofit working to complete the North-South Greenway on the railroad right-of-way in Marin County.
Returning to Los Angeles in 2022 after a decade in the Bay Area, Michael is one of the leaders of BikeLA's chapter for the area between downtown and Hollywood, known as BikeCentral LA.
He is Head of Partnerships and Business Development for Six Trees Capital LLC, a fintech company operating an industry-leading platform called Max for financial advisors and their clients. His experience also includes helping launch the first online bank in the U.K., serving as a managing director at a large interactive agency, and a decade working at Morgan Stanley.
A graduate of Brown University, he has an MBA from London Business School.
